
The Honorable Arthur Jerry Kremer, a 23-year veteran of the New York State Assembly and former Chairman of the Ways and Means Committee, founded EGS. Empire is co-managed by Anthony Figliola, former Deputy Supervisor to one of the nation’s largest municipal governments.

Arthur "Jerry" Kremer Arthur “Jerry” Kremer is the founder and Chairman of Empire Government Strategies. Mr. Kremer has enjoyed a long and distinguished career not only in law, but also in government. A 23-year veteran of the New York State Assembly, he was the only Long Island legislator to ever head the prestigious Ways and Means Committee. Joel Freiser Joel Freiser is a federal agencies and local government planning, financing and project development Consultant for Empire Government Strategies.
Mr. Freiser has enjoyed a long and distinguished career in government, nonprofit organizations and financial services. An eleven-year veteran of the U.S Department of Housing and Urban Development, he also served for three years as the Essex County, New Jersey Director of the Department of Planning and Economic Development. He also served as chair of the Hoboken (NJ) Board of Adjustment and chaired the Hoboken Waterfront Corporation, which was instrumental in the adoption of a consensus plan for compatible commercial office building and award-winning public open space and park development along the Hudson River.
