- Challenge: Bus operators in New York State were facing a retroactive transportation tax on all transit and tour trips throughout the state. The tax would force many small operators out of business and put more cars on the road.
- Solution: Empire developed a powerful strategy on how to explain the issues to the state legislature and crafted a series of grassroots programs and a comprehensive position paper to get the message across to the elected officials that the tax would kill the tourism industry and negatively impact air quality throughout the state.
